Zone 5 and co-operative housing
CDA explains that Zones 2 and 5 of Islamabad Capital Territory were earmarked in 1992 for private-sector housing schemes, including those of co-operative housing societies. Gulberg Residencia is recorded in Zone 5. As a co-operative society scheme, its registration, elections, audits and plot allotments fall under the Registrar of Co-operative Societies, Islamabad, while CDA regulates planning and development.
