How CDA approves a private scheme
Official recordCDA describes a two-step approval for private housing schemes, followed by a completion stage once development is finished:
- Layout plan approval (LOP)CDA approves the scheme’s layout plan.
- No Objection Certificate (NOC)After the remaining formalities are completed, CDA issues an NOC for development of the scheme.
- Completion CertificateIssued once development is completed in line with the approved layout plan, the design of services and approved specifications.
An issued NOC therefore means a scheme is cleared for development. It is not, by itself, a statement that development is complete.

The regulatory framework over time
- ICT (Zoning) Regulations divide Islamabad Capital Territory into five zones; Zones 2 and 5 are earmarked for private-sector housing schemes.
- The Federal Government allows private housing and farm housing schemes in Zone 4.
- Following Islamabad High Court orders, CDA begins exercising building control in private housing schemes, setting up directorates of Building Control (North and South).
- A new regulation for planning and development of private housing, farm housing, apartment and commercial schemes in Zones 2, 4 and 5 is notified as S.R.O. 886(I)/2023.

Why development information needs a date
Roads are carpeted, utilities are extended and blocks fill in over years. A statement that a block is “under development” or “fully developed” is only meaningful alongside the date it was true. This portal therefore shows a date with every development statement, and treats undated percentages found elsewhere as historical until confirmed.
