A layout plan reserves land for schools, mosques, parks, clinics and commercial use. That reservation is an official planning fact. Whether a school is open, a clinic is staffed or a park is landscaped is a separate, time-sensitive fact. Keeping the two apart is the single most useful habit when researching facilities.
